a short article in a german police magazine from 1965(!) informs me that
the police in Liverpool have installed "several tv-cameras on the roofs
of sufficiently high buildings", in order to observe parking lots,
shops, etc. They quote Herbert Balmer, deputy chief constable of
Liverpool, who claims that local crime rates had fallen some 40 percent,
or more. (DIE POLIZEI 1965, S. 192)
Does anyone know anything more specific about that system? Was it a
permanent one? I am no specialist for England, but I am surprised to
hear that the police have used cctv-cameras as early as the 1960s. So
far, I have always believed Bournemouth, 1985 to be the first CCTV
system used by the police to prevent crime or disorder in public places.
