Scott probably knows more about this than we do. My first thought was
to try http://www.vilspa.esa.es/iue/iuefa.html, the site of the Final
Archive, but that looks like a ghost town. The home page is older than
most Starlink pages, and the only link I tried failed. There again my
belief is that PI is an old format, superseded in the Final Archive by
the LI images available from INES. http://iuearc.vilspa.esa.es/
BTW FITS2NDF supports six IUE final archive products but not including
LI.
If Scott needs the former archive data, then I don't know where to get
it from. Goddard maybe.
http://www.astro.washington.edu/deutsch/idl/idllib/iuedac/manuals/data_access.txt
but who knows if this page is up-to-date. The link to the IUEDAC
from the AstroWeb index fails.
Scott should probably ask one of the INES or Goddard support staff for
assistance. Assistance, not just to locate the PI file, but they may
advise that using a PI file may not be wise scientifically. Scott
may have his reasons for wanting data reduced with an earlier pipeline.

P.S. Isn't a PI file something to do with Jim Rockford? (-:
