I've fixed the pcs problem that was breaking the builds for the last
few days.

I've changed these, now. The only .fpp files left in the tree are
those which are preprocessed `by hand' into header files and the like
-- all the rest are now .F.
Let's see what happens....

It seems that these patches are currently an acknowledged hack, but if
their author can be persuaded by the libtool folk to tidy them up (and
he appears not to be averse to this), it seems they should get into
libtool 2.0, which is being worked on at present.
