Would not the National Children's Bureau library be the place to start?

Subject: Re: Child protection enquiries over the past 20 years
Having also taught classes on child protection I have come across
numerous reports. I have asked small groups of studnets I nthe class to
research different reports since the 1960s, and with the exception of
Cleveland and Climbie they had great difficulty finding the reports and
more than the basics on some of them. A starting point was the guardian
website which had a timeline on it of cases and links to other articles.
The seminars I did focussed on Maria Colwell, Tyra Hanley(?), Cleveland,
Climbie. A recent edition of Child Abuse review (available to
subscribing institutions online) was a comparison and debate about child
protection Colwell to Climbie and that might be another useful source
for further information.
I hope that is of use
