The National Archives has done some work on this. We have accessioned a
number of websites, typically produced by public inquiries, as 'the record'
of the inquiry, and they certainly contain some elements of 'record-ness',
despite the correct comments earlier by Cliff. What we have actually done in
those cases is take a copy from source of the electronic files which
together constitute the web-site, rather than copying the website as it
appears on line. You should also see as Steve has suggested the website
toolkit for technical information.
Finally, you should note that we have taken copies of selected websites
(i.e. from the internet as they appear, rather than directly from the source
files) under a published operational selection policy - see the UK
government web archive where archived sites can be viewed

Wouldn’t have thought so simply because it conveys information, but I
suppose “printed pages” from the website may become a record in
themselves, because they then become static and cannot be altered
without it being apparently noticeable; whereas you could alter a
website and it would not be so apparent.
