It is as the best practice guide says:
* The current IMS CP version (1p1p4) does not have native support for
external metadata
* Profiles of IMS CP (like for example created for ADL SCORM 1.2 / 2004 )
add support for external metadata
* Future versions of IMS CP (possibly even 1p2) might include native support
for external metadata.
IMS is currently in the process of creating a charter for the development of
IMS CP 1p2. You might want to make sure that the OUNL (like SURF will) keeps
a close eye on that charter to make sure external metadata is one of the
things mentioned in there.
The other option is to create your own extension for the external metadata,
but that of course would/might make your package less interoperable with
other systems.
