first of all what is the volume you are shredding on a regular basis. That should be the number one determining factor. at a former employer we used the intimus schleicher machine that included a baler attachment. The balers would produce a 150 pound bale in about 1/2 hour or less. Our volume was significant enough to support this machine. That size bale is equivalent to about 5 standard 1 cubic foot records storage cartons.
a second determining factor would be strip or cross-cut shredding
Most confidential destruction in the US now uses cross-cut shredding.
