I think there isn't an easy way to solve your problem at this time.
1. isn't necessarily a problem - people have run libdbi using Cygwin on
Windows, and apparently there is also a mingw windows port (which
doesn't require you to install anything extra apart from libdbi).
2. is a problem. At the moment, libdbi has drivers for MySQL,
PostgreSQL, SQLite, mSQL and Oracle, but not for MS SQL server.
A solution would be to either write a libdbi driver for MS SQL Server,
or to write a new database interface using an ODBC library or something
similar.
I had the impression that Jurgen might be working on something like that
for the next version of GiveWin? I know that the toolkit that he is
using (wxWidgets) has an ODBC library (wxODBC).
