The term 'historic environment' was around in the early 70s. I used it as
the title for the Bedfordshire Structure Plan Aspect Report ('The Historical
Environment' - January 1974); I may have got the phrase from Peter Fowler,
but I can't immediately find a reference. In April 1974 the Bedfordshire
SMR began a 23 year period when it supported and benefited from the
county-wide specialist advisory service, being used as much for listed
building and Conservation Area survey and casework as for what much later
became known as PPG16 stuff. Stephen's right about the 1992 re-baptism:
perhaps we were slow off the mark, because it had been doing what must be an
essential hall-mark of an HER (however organised in these modern electronic
times) for the previous 18 years.

Not sure about the first published use of the term but the first Record
to use it as far as I am aware was here in Bedfordshire in October 1992
when our then Sites, Monuments and Buildings Record was officially
renamed the Historic Environment Record.
