This link is to DH policy on entitlement to NHS services for people from
overseas including migrants, refugees, students etc.

My question is: what do NHS organisations do about cases where it is unclear
how to apply DH policy? Has anyone developed local policy or processes for
dealing with these? Does anyone know of formal or informal complaints about
the application of the policy in disputed cases and the outcomes of these?
The reason for asking is increasing concern about 'grey area' cases in
primary care in our PCT.
I would appreciate any comments or pointers about this
