The tutorial says "R:Peak:Assign ...", with the "..." attempting to
indicate that something is to be filled in. In this case it is a peak
identifier string like your 'HSQC1:hsqc1.aza:1:79' that is being filled
in. So the option should say 'Assign HSQC1:hsqc1.aza:1:79'.
This is still the peak assignment option and if you click it you will
hopefully get the EditAssignment popup.

No, this is just a concatenation of experiment name, spectrum name, peak
list number and peak number. Just a unique identifier for the peak and
nothing to do with assignment. This shows that you had something under
the mouse cursor.

I presume you are working from the peak list or the selected peaks table.
I cannot reproduce this error. For both tables I can bring up the
EditAssignment popup by double clicking on any of the assignment columns
in the row of my desired peak.
Alternatively, going via R:Peak:Assign <peakIdentifierString> on the peak
should bring up the assignment options.
If you still have no joy, check to make sure that there are in errors on
the Python command line window and that the Analysis top-level menu is
visible above any windows (so the EditAssignment popup will also be
visible).
