I've tentatively added a Cygwin page as this doesn't work out how to run
the Fortran preprocessor so needs to be told. Tentatively as I'm not sure
we want to advertise this yet!

See David's message, plus what happened about being able to alink using
Fortran and C source code, rather than object files (or was that just C
code)? Is that now fixed?
