This is due to the increased user-friendly nature, not a reduction in
workload.
The 'open ended all turn up at 9am and wait to be seen' system that saw
patients sitting for hours in crowded waiting rooms are now virtually all
gone.
The 2 minute consultations system that always ran 1 hour behind (ie: 25
patients waiting per doctor at any one time) are all gone.
What you have instead is patients being seen largely on time or within 10
minutes of their appointment time, so the waiting rooms are emptier.
(A similar revolution has taken place in OPDs since the late 1980s, hence
the reason that OPD waiting rooms all seem very quiet to me now compared to
by SHO days.....)
