CEs aren't really a problem, in effect the new name will be a new CE but the
disappearance of the old one doesn't matter. SEs are another matter
entirely. The LRCs of any VO which has files stored on your SE will be full
of things like:
sfn://se.name.scotgrid.ac.uk/flatfiles/full/path/on/disk
so to migrate to a new SE name (or even to change the directory path) means
updating all those entries - possible, but not at all easy if there are a
significant number of files, and it would need liaison with the VOs
concerned and the people who run the catalogues. Alternatively you can ask
the VOs to replicate the files elsewhere if necessary and then delete your
replicas, and start again with a new SE.
Basically this is the same issue as we've already discussed extensively.
Experiments expect SEs to be forever, and that effectively includes both the
hostname and the directory structure.
