As David says, I think it would potentially be quite disruptive to
start changing this project-wide. It sounds like a case for a bit of
creative sedding.

Is this even when using the mechanism described in
<http://www.astro.gla.ac.uk/users/norman/star/ssn78/ssn78.htx/N-
a4b2c1.html>? That should create a ./configure script which mentions
only the nominated place as the default. I think that folk shouldn't
have to use --with-starlink when they're building from a distribution.

If you find any files missing from the manifest (other than the
manifest file itself), that's a bug. It's either a bug in the
generated boilerplate, or if it's the special case of a file being
generated `by hand' in the Makefile.am, it's a bug in that file if it
doesn't follow the pattern described in
<http://www.astro.gla.ac.uk/users/norman/star/ssn78/ssn78.htx/N-
a5b2.html>, under the heading `I want to do weird things at install
time. How?'.
