I am pleased to announce that the European Social Policy Analysis
Network (ESPAnet) will include a stream on 'Disability and social policy
in the European Union' at its annual conference later in the year.
Policy making in the area of disability has become a high profile debate
in national, European and global policy processes. While traditional
European approaches focused on care, vocational rehabilitation and
compensatory benefits, more recent trends emphasise fundamental rights,
citizenship, social inclusion and policy mainstreaming. This is evident
in the inclusion of disability in Article 13 of the Amsterdam Treaty, in
the Framework Directive on Equal Treatment in Employment and Occupation,
and in Article 26 of the Charter of Fundamental Rights. It is also
evident in the EU Disability Strategy and Commission's Action Plan
following 2003 European Year of Disabled People. Such changes may
signify wider social change in response to the 'postindustrial' identity
claims of disabled people's social movements or raise comparisons with
parallel European policy developments (e.g. in terms of gender or
'race'). However, there remains much diversity between member states and
relatively little disability policy convergence in an enlarged Europe.
Papers for this stream would include: critical engagement with current
policy debates on disability and social inclusion; explanations of
change in European disability policies; cross-national comparisons of
policy development and their impact on disabled people; and analyses of
policy transfer interactions between national, regional and global
actors.
The third ESPAnet annual conference will take place at the University of
Fribourg in Switzerland on the 22nd-24th September 2005. The annual
ESPAnet conferences seek to encourage exchange between scholars doing
innovative research in the field of comparative European social policy.
The conference is open to anyone active in social policy research. The
conference website has now been launched. The deadline of the
submissions of paper abstracts is 31st March 2005. For more information:
