Well, as a first step, there are some interesting advances in combined
mailing list servers and discussion boards, such as the one Stephen
Clift is using for the the UK Local E-democracy issues forums. Go to
http://www.groupserver.org to find out about the software and
http://e-democracy.org/uk/ to see how it is being used.
There is a general problem in that there is no single on-line
environment which supports free movement between different types of
on-line communication we covered in our e-consultation demonstrations
(http://ecrp.mgt.qub.ac.uk/tiki/).
