But as you see, it is 2001! Still useful enough for me. Pity it's not
in xls format though.
Table 21 has head counts, employee work hours and VOMS (what we Brits
call PVR).
Nothing as useful for the UK of course - that's privatisation for you!

I believe benchmark data for transit agencies in the U.S. is available
at both the APTA and the FTA website in the NTD (National Transit
Database) data collected every year. (This is the old Section 15
stuff). It includes employee count, various revenue and cost
categories, fleet size, passengers, etc. I think APTA just pulls it
over from FTA. You might be able to Google it. The most recent year
will be 2003 probably. The most difficult thing about the data is that
it is arranged by Transit ID code (not population or alphabet). And it
has data for every transit agency big or small who submit data (maybe
400 operators?).

There may not be any aggregated data anywhere, but individual agencies
may have it in different places. For instance, SEPTA includes
departmental headcounts in its annual operating budget documents.
They're in the inside/SEPTA reports section at www.septa.org.
