This is truly a very difficult question! Building bypasses is a double-edged sword!
Unfortunately I think that the Chamber of Trade is partly right. Experience from here in Sweden is as follows:
What usually happens when building a bypass is that after some period a fast food dealer will establish in the intersection of the old road an the bypass. After another period the local food dealer moves out, and build the first attempt to an external shopping centre. The other shops will follow, and the shops in the old village are getting more and more empty....
The only way this will not happen is if you have some very special establishments in the village (special delicates food stores for local food etc).
How many cars per day do you have in New Forest village? Have you tried traffic calming?

Dear All
I am on the Bypass Committee of Lyndhurst Parish Council, the latest attempt to alleviate the traffic chaos of our pleasant New Forest village. Next month we are giving a presentation to our Chamber of Trade and I would like some hard info on the economic impact of bypasses in a tourist area. Over 80% of the traffic in Lyndhurst just wants to pass through but we still have some traders who think that a bypass might mean loss of trade. We take the view that making Lyndhurst a better place to visit will in fact increase trade and that their fears are misplaced - tourists will always want to visit the New Forest "Capital".
Do any of you know of any studies of the before and after situation when a bypass has been built around a place of comparable size (3,000 inhabitants) and in a tourist area? If you cannot give me a literature lead could you point me to anyone who specialises in such research?
