The Train Ferry Service from Harwich ended later than the one from Dover.
I recall on a visit to Harwich in the late 1980's having a look at the Link
Span. It seemed to be in reasonable condition although hadn't been used
for some time. I suspect that if you wanted to restart an operation you
would have to do it from here as I believe the infrastructure at Dover was
disconnected in a redevelopment there.
The European Train Ferries that are in operation are in the Baltic linking
Northern Germany to Denmark. Turkey has one across Lake Van. There are
some in the Black Sea linking Ukraine with other FSU Countries I believe.
There is at least one in the Caspian Sea linking Azerbaijan with Kazakhstan.
