That seems like a reasonable policy.
Mailservers don't tend to be mistaken about whether or not they've
received 550 error codes in response to SMTP send requests.
I really don't think it's JISC's mistake here.
There is as Lawrence points out a ludicrous inconsistency in
neglecting to send a warning to a purportedly duff address *before*
you disconnect it, but sending a notification to it afterwards.
