I am not sure (Neil might correct me on this) but I think the Control of
Lead at Work Regs are now under COSHH. However, lead is only taken in to
the body by inhalation (of the fume or dust particles) or by ingestion
(workers not washing their hands before eating, or biting nails etc) so I am
not sure how the police officers would be affected. I guess you are
referring to bullets that they might handle, in which case they should be
quite safe.
It is many years since I worked in the lead industry but Neil Loach, who is
on this list, has worked for longer and more recently than me. You might get
a better response from him.
