As I understand it, if some builders are placing ground floors at ground
level they are contravening a building regulation (in England anyway)
requiring a 150mm minimum difference between the two. The disability
requirement is for minimal interruption at the door threshold which, being
150mm above gl, can have a ramp to an external platform at the doorway -
itself at floor level.
Regarding ground floor toilets and flood back-up, it is not unusual these
heavily regulated days for requiremnets to contradict or compete.
