I think the lesson in all this is to NEVER buy the books they want - let them borrow those from another library...........

what has not been mentioned so far is that if you are in a co-operative network such as a shared cataloguing scheme, the defaulter can be tracked across the region and banned by other libraries from borrowing books until he or she coughs up. Though it is in all libraries interests to do this, in practice the complexities and overcoming inertia make it very difficult to achieve without a central co-ordinating authority.
