Dear Jackie
Rowena Perry, Library Manager with Berks NHS gave a digest of responses
to a similar queston (about the writing a library strategy bit anyway)
on 5 July 2004 if you want to search the list archives for this.

Subject: PCT Library Services
Dear All,
I work for a PCT in Birmingham, and I've been given the task of
producing a
library strategy for the Trust.
One of the options to be considered is a mainly virtual library, with
only
a small physical location. Does anyone out there have any experience or
knowledge of such a service in a PCT or a group of PCTs?
If so would you be able to offer any advice or information, such as a
business plan, strategy etc?
Many thanks in advance,
Jackie Oliver
