With all due respect, any contract of this sort should include zero p+p.  I'm currently wondering how I can hold of cheaper stationery - we're being charged £4.60 per one ream of paper, which I regard as outrageous!
Makes me wonder who does this negotiating??

centralised command & control lives! If one doesn't like the terms of the national contract, presumably one is allowed to sek one's own supplier on one's own terms?

You shouldn't need to go out to tender, as there is a national contract with two suppliers specified

We are considering going out to tender for a new book stock supplier contract.  To achieve this, we need a formal document detailing the service content and level we require, against which companies can present their sales pitch.
We don't seem to have such a written document with our existing supplier so I'm not sure the amount of detail which is required.  Does anyone have a copy of a service specification for a book supplier, drawn up to undertake a tendering process, which they would be willing to share with us?
Please feel free to block out any financial / confidential information, as it's really the format I'm interested in.
