In 2002 the Cooke Report 'Information on quality and standards in higher
education', recommended the collection of information on HEI's internal
procedures for assuring academic quality and standards which meant
satisfaction surveys covering a variety of issues including library and IT
support.
The implication seemed to be a unified satisfaction instrument which would
include libraries and supersede independent library mechanisms.
