I am writing from Huddersfield Reference Library, where we have a
scanner which can be used by the public. Last year we had an incident
where a member of the public was trying to produce forged Home Office
documents using the library scanner and since then we have decided to
err on the side of caution as regards copyright and only allow customers
to scan pictures or text that they own the copyright to. We realise
that this ruling is somewhat draconian and we are coming under
increasing public pressure to relax our rules, but are unsure how best
to do this without risking further copyright infringements.
Have any of you out there encountered similar problems and if so, how
did you deal with them? Have any of you drawn up policies to deal with
the use of scanners in a public library. Any advice or information
would be gratefully received and I can post any conclusions to the list
in return.
