I asked our Estates Manager about you query as he is very expert in such matters. His response is:-
"The only solution in this case is to highlight presses/shelves with reflective tape as used by cyclists/vehicles etc. This will reflect any light eg torches etc so drawing attention to a particular spot. This reflects any available light rather than storing it."

Dear colleagues
Earlier this week, I organised a fire evacuation exercise at the
Cathedral Library involving several fire crews. This was an extremely
useful exercise, but one problem that emerged was a failure of the
fluorescent tape that had been to highlight the individual bookshelves
selected for evacuation. Very simply, it didn't show up in
semi-darkness. This is in many respects a rare books library, and I am
not really in favour of exposing the collections to an hour of
artificial light before closure each day just to 'charge' the tape -
duration is in any case limited.
I would welcome accounts of own experiences/suggestions as to best
practice. Thank you.
