In my 'Planning and Designing Library Buildings' by Godfrey Thompson (3rd Edn Butterworth, 1989, 0408500247) it states that "most women can reach to 1375mm and most men to 1500mm from wheelchairs". It doesn't give any specific recommendations for stack height, as it was published before the days of the H&S mafia.
