Probably true - but it doesn't (without 'author pays') pay the bills :-).
The advantage of the DJ model (in its various forms) is that most of the
work of the traditional journal is 'farmed-out' to non-profit
organisations like universities with just the certification (and possibly
some copy-editing) requiring payment.
