Regarding the queued jobs, they don't depend only from max_queuable
parameter (indeed I think this parameter doesn't help a lot on this);
it is most important, I think, the parameter max_running that reflects
itself in the GlueCEPolicyMaxRunningJobs information, information the
the RB can handle already at the moment.
Last but not least LHCB VO ranking criteria: I don't the LHCB VO ranking
criteria, for what I know they send a lot of "dummy" pilot jobs that
when become running "call" the real job, and from what I see they just
queue a lot of jobs in the sites without doing any matchmaking or ranking.
