Indeed... We wanted sites to use the latest versions of those two packages
instead of the versions originally put in 2_3_0, so we updated the YAIM
repository but we forgot to remake the web pages. As has been pointed out,
such a procedure is a hack, and ideally we would have made a 2_3_1 release.
We have been discussing changes to our release strategy and procedures,
for example to deal with urgent updates, so this messy situation should not
occur again. For now I will update the 2_3_0 web pages.

AFAIK you are the first to report problems there, so I suspect the matter was
due to something peculiar to your LCFGng server. You should not have to make
changes to get pbs or the CA rpms!
