Yes. You can deploy your own top-level BDII, use one at a nearby site,
or set it to lcg-bdii.cern.ch as a last resort.

BDII_HTTP_URL gives a URL from which /opt/bdii/etc/bdii-update.conf
itself is updated: whenever a certified site is added to LCG-2, it will be
in the file indicated by the URL, and all top-level BDIIs must take note.
For your LCG-2 BDII you should leave the URL unchanged. If you have a
separate BDII for another grid, you would either point it to a URL that
lists all the sites in that other grid, or you would set BDII_AUTO_UPDATE
to "no" and put the list of sites directly in bdii-update.conf.
