I am agree with you. The important time is the time in the MON
because the CE don't contact with the R-GMA Server. So you also can fix
the time in the CE (T) and generate a random time taking into account
this fixed time (T).
Probably there are a lot of possibilities, that's why I have asked
how they have implemented it.
