I suspect your outbound traffic is subject to firewall rules;
you may need to define a local web proxy.

If I click on the link from the machine I am logged in on then I
get a directory listing - but I can't do a simple web lookup from either
the ce or the wn.
If I try a wget from the worker node I get an unsupported schema
error message, but from the ce I get
Connecting to linuxsoft.cern.ch[137.138.133.168]:80... failed: Connection
refused.
If it helps the machine which is failing is
dgc-grid-40.brunel.ac.uk (193.62.142.40).
