This is actually wider than just ERT, for example some sites scale the
reported time limits and some don't. To make a uniform schema work we
need clear definitions of what the various attributes are supposed to
mean, and we need sites to play fair and not adjust things to "fix"
perceived problems (or indeed to game the system :).

I don't think it's too early, but there won't be all that much time at
the workshop (aside from discussions over coffee, if we can stop talking
about VO boxes for a bit!). I would like to have some general discussion
at some point about how things are both defined and
configured/calculated; I think we tightened up the definitions somewhat
at the last iteration but there are probably still lacunae.

That's another thing I'd like to clarify, I suspect the RB still needs
to be updated to use it - what we want to happen is that the VOView
attributes should override the corresponding CE attributes if they exist
for the appropriate VO.
