Querying your BDII seems to take a long time.

Such a long query time could be a reason for your problems. Usually the
query should respond within a few seconds.
time ldapsearch -H ldap://lcg-bdii.cern.ch:2170 -x -b o=grid > /dev/null
real 0m3.278s
user 0m2.360s
sys 0m0.020s
You might want to investigate what is making your BDII run so slow.
