Have a look at the thread from yesterday which addresses this
R-GMA and LCG-2.4.0
It appears that the upgrade/installation of tomcat4 is problematical.
Either it does not setup the classpath correctly or the xmlparser is not
installed correctly, the result is the java xml parser is not found by
R-GMA, re-installation seems to cure it.
