Oh, does your SE stop working properly because it actually stores the
data? Or what is CIC/ROC's definition of "proper" operation - zero load?

Seriously, reasonable sysadmins even in tiniest universities/labs back
up old files on tapes and only then erase them. And only upon owner's
consent. We are *using* our rights (the way they were communicated to
us, at least), while some sysadmins (I don't mean you) are *abusing*
theirs. This recent discussion is the first time in almost 3 years of
LCG that I hear that ATLAS must manage disk space at remote SEs. While I
am sure sysadmins have been made aware that it is forbidden to erase
files registered in RLS using low-level tools. This is not a "testbed"
we are talking about, it is a _production zone_. Imagine we've been
taking real data, and some guys erased our precious gold-plated Higgs
candidate, eh!
