Replace /opt/edg/libexec/edg-rgma-restart-all with this one http://hepunx.rl.ac.uk/egee/jra1-uk/LCG/edg-rgma-restart-all
When it has problems with tomcat it tries to stop it politely, gives it a chance to close and then it exterminates it
