But does your CE (!) publish it? In fact, it does.
I note, however, that your site had other dubious things that were not flagged!
For example, "CopyAndReg. WN -> defaultSE" supposedly worked fine,
but the command actually did this:

It could have been a temporary problem with the BDII or your site GIIS.
