I'm not sure about that, but the reason might be that your site GIIS is
still reachable :

So It may be that the tests are sent even if you're in a downtime
because your site can be job-list-matched... and since you're in a
downtime, these monitoring jobs do not run and report your site as failing.
Could you try to publish a status "Closed" in your GIIS ?
