Stephen,
I will bring this up with the responsible people.
But the model now is that users, sysadmins can contact their local ROC
or go directly to GGUS (for instance if they think that the local ROC
isn't the appropiate place). GGUS can also be considered as the catch
all. Of course the GGUS people must also find out who can handle your
ticket!
