Yes, if you change the job manager to "pbs" and you do not have shared
home directories, then (all) jobs will fail.

Torque works with either shared or non-shared home directories. In
either case, it will also support MPI jobs.
Unfortunately, the grid software layered on top (specifically the job
manager) is not so flexible. The only job manager which supports MPI
jobs for pbs-like batch systems (torque included) is the "pbs" job
manager. This job manager only works with a shared file system. So the
"shared file system" requirement comes from the job manager and not
torque or MPI itself.
