IIRC we had the same issues when installing on RHEL3.
We had to add these packages from SLC3 since RedHat does not provide
them. If this is confirmed by others, then perhaps these packages should
be distributed with the LCG releases to simplify the installation on a
wider range of platforms that are otherwise compatible.
