The LCFG 2.3.0/1 installation, for some unexplained reason, changes the
ssh rpm's to CERN versions:

Try changing them back to:

openssh-askpass-3.1p1-14

The default APEL installation on LCFG for 2.3.X is indeed out of date.

edg-rgma-apel-3.4.37-1
It should be:
edg-rgma-apel-3.4.41-1
