Hi Peter,
Efficiency is defined as (time actually running successfully)/(total time
in the system) so if a job is resubmitted it is only the time it spends
running during the successful submission that is counted in the numerator
but the total time from submission from the UI to successful completeion
at the RB in the denominator... only successfully completed jos are
considered here, we (and several other people) already publish what
fraction of jobs finish successfully.
