Conference Scope
****************
Informatics research for national/international and homeland security is
growing rapidly, particularly the development of methods and tools that
apply computer science and information technology to terrorism research,
intelligence analysis, and security-related public policy. "Medical
informatics" and "bioinformatics" are emerging as important sciences. Now
the time has come to recognize the science of "intelligence and security
informatics" -- the development and use of advanced information
technologies, computer science, and algorithms for national/international
and homeland security related applications, through an integrated
technological, organizational, and policy based approach. This conference
continues the ISI series, originated in Tucson, AZ, offering a stimulating
forum for discussions among previously disparate communities: academic
researchers (in information technologies, computer science, public policy,
and social and behavioral studies); local, state, and federal law
enforcement and intelligence experts; and information technology industry
consultants and practitioners.
With sponsorship by the IEEE, the IEEE International Conference on
Intelligence and Security Informatics (ISI-2005) will meet in Atlanta,
Georgia, co-located with the 6th Annual National Conference on Digital
Government Research (see http://dgrc.org/dgo2005/). This year we add
Terrorism Informatics, a new stream of research, using the latest advances
in social science methodologies, technologies, and tools.

Paper Submission/Areas of Interest
**********************************
Submissions in related research areas may include system, methodology,
evaluation, testbed, intelligence policy, and position papers. Research
should be relevant to both informatics and national/international and
homeland security, and be relevant to the academic and public policy
communities. Topics include but are not limited to:
I. Information Sharing and Data Mining
- Intelligence-related knowledge discovery
- Criminal data mining and network analysis
- Criminal/intelligence information sharing and visualization
- Web-based intelligence monitoring and analysis
- Spatio-temporal data analysis/GIS for crime analysis
and security informatics
- Deception and intent detection
- Cybercrime detection and analysis
- Authorship analysis and identification
- Applications of digital library technologies in intelligence
data processing, preservation, sharing, and analysis
- Agents and collaborative systems for intelligence sharing
- HCI and user interfaces of relevance to intelligence and security
- Information sharing policy and governance
- Privacy, security, and civil liberties issues
II. Infrastructure Protection and Emergency Responses
- Cyberinfrastructure design and protection
- Intrusion detection
- Bio-terrorism tracking, alerting, and analysis
- Bio-terrorism information infrastructure
- Transportation and communication infrastructure protection
- Border/transportation safety
- Emergency response and management
- Disaster prevention, detection, and management
- Communication and decision support for search and rescue
- Assisting citizens' responses to terrorism and catastrophic events
III. Terrorism Informatics
- Terrorism related analytical methodologies and software tools
- Terrorism knowledge portals and databases
- Terrorist incident chronology databases
- Terrorism root cause analysis
- Social network analysis (radicalization, recruitment, conducting
operations), visualization, and simulation
- Forecasting terrorism
- Countering terrorism
- Measuring the impact of terrorism on society
- Measuring the effectiveness of counter-terrorism campaigns
Long (6,000 words) and short (3,000 words) papers (in English) may be
submitted electronically via the conference Web site after January 6, 2005.
Submission file formats are PDF and Microsoft Word. ISI-2005 Proceedings
will be published in the Springer Lecture Notes in Computer Science (LNCS)
series. Required LNCS Microsoft Word/LaTeX templates can be found on the
conference Web site. Authors who wish to only present a poster and/or demo
may submit a 500-word abstract, which will appear in the Proceedings.
In addition to a formal paper presentation, authors of accepted papers are
strongly encouraged to discuss their findings in a "Meet the Author"
poster/demo session. Authors of selected papers may be asked to submit
extended versions of their work to the following journals that will publish
special issues on Intelligence & Security Informatics: IEEE Transactions on
Systems, Man, and Cybernetics; IEEE Intelligent Systems; and IEEE
Transactions on Intelligent Transportation Systems.
