Conference Scope
****************

The science of Intelligence and Security Informatics (ISI) focuses on the
development and use of advanced information technologies, including
methodologies, models and algorithms, infrastructure, systems, and tools,
for national/international and homeland security related applications
through an integrated technological, organizational, and policy based
approach. ISI also encompasses the areas of terrorism research,
intelligence analysis as well as security-related public policy.

The first two symposiums on ISI (ISI-2003, ISI-2004) were held in Tucson,
Arizona; the third (ISI-2005), with sponsorship by the IEEE, in Atlanta,
Georgia. These meetings provided a stimulating intellectual forum for
discussions among previously disparate communities: academic researchers
(in information technologies, computer science, public policy, and social
and behavioral studies), local, state, and federal law enforcement and
intelligence experts, and information technology industry consultants and
practitioners. Proceedings of these past ISI meetings were published in
Springer Lecture Notes in Computer Science (LNCS #2665, #3073, and #3495).

ISI-2006 will continue this conference series under the sponsorship of the
IEEE. It will be co-located with the 7th Annual International Conference
on Digital Government Research--"Integrating Information Technology and
Social, Behavioral and Political Sciences Research for Effective
Government" (http://dgrc.org/dgo2006/).

Paper Submission/Areas of Interest

Submissions may include systems, methodology, testbed, modeling,
evaluation, and policy papers. Research should be relevant to both
Information Technology and national/international security. Topics include
but are not limited to:

I. Information Sharing and Data/Text Mining
 - Intelligence-related knowledge discovery
 - Criminal data mining and network analysis
 - Criminal/intelligence information sharing and visualization
 - Web-based intelligence monitoring and analysis
 - Spatio-temporal data analysis/GIS for crime analysis and
   security informatics
 - Deception and intent detection
 - Cybercrime detection and analysis
 - Authorship analysis and identification
 - Applications of digital library technologies in intelligence data
   processing, preservation, sharing, and analysis
 - Agents and collaborative systems for intelligence sharing
 - HCI and user interfaces of relevance to intelligence and security
 - Information sharing policy and governance
 - Privacy, security, and civil liberties issues

II. Infrastructure Protection and Emergency Responses
 - Cyberinfrastructure design and protection
 - Intrusion detection
 - Bio-terrorism tracking, alerting, and analysis
 - Bioterrorism information infrastructure
 - Transportation and communication infrastructure protection
 - Border/transportation safety
 - Emergency response and management
 - Disaster prevention, detection, and management
 - Communication and decision support for search and rescue
 - Assisting citizens' responses to terrorism and catastrophic events

III. Terrorism Informatics
 - Terrorism related analytical methodologies and software tools
 - Terrorism knowledge portals and databases
 - Terrorist incident chronology databases
 - Terrorism root cause analysis
 - Social network analysis (radicalization, recruitment, conducting
   operations), visualization, and simulation
 - Forecasting terrorism
 - Countering terrorism
 - Measuring the impact of terrorism on society
 - Measuring the effectiveness of counter-terrorism campaigns

Submission file formats are PDF and Microsoft Word/LaTeX. ISI-2006 papers
are being planned to be published in the Springer Lecture Notes in Computer
Science (LNCS) series. REQUIRED LNCS Microsoft Word/LaTeX templates can be
found on the conference Web site. Long (12 pages) and short (6 pages)
papers (in English) may be submitted electronically via the conference Web
site after January 5, 2006. Please DO NOT ALTER the LNCS templates.

Authors who wish to only present a poster/demo may submit a 2-page extended
abstract following the LNCS templates. Abstract submissions will be
reviewed and will appear in the Proceedings if accepted.

In addition to a formal paper presentation, authors of accepted papers are
strongly encouraged to discuss their findings in a "Meet the Author"
poster/demo session. Authors of selected papers may be asked to submit
extended versions of their work to the following journals that are planning
to publish special issues/sections on Intelligence & Security Informatics:
IEEE Transactions on Knowledge and Data Engineering, IEEE Transactions on
Intelligent Transportation Systems, IEEE Transactions on Systems, Man, and
Cybernetics (Part A), and Information Systems and e-Business Management.

Tutorials and Workshops
***********************

Proposals for tutorials and special-topic workshops in any areas of
Intelligence and Security Informatics research and practice are welcome.
Such events will be an integral part of the ISI-2006 conference program.

Proposals in PDF or Microsoft Word not exceeding 3 pages should be emailed
to the conference organizing committee at [log in to unmask] by
February 15, 2006. They should contain the following information.

 - Title of tutorial/workshop
 - Preferred duration
 - Information about instructor(s)/organizer(s)
 - Objectives to be achieved
 - Scope of topics to be covered
 - Target audience and evidence of interest (for tutorials)
 - Target audience and the list of potential presenters/contributors
   (for workshops)
